Create a page for creating a new dataset tracked within the dataservice

This page should allow users to enter information about the dataset they wish to create. There should be options which pertain to the following

• Dataset name
• Description
• Image size
• Classifications
• Neural net structure (JSON string), Just have a text box submission for this we'll figure out how to parse and work with it later
