Site Title Color Error #21

Site Title Color selection does not change.

Once selecting any color in the customization menu the color of the site title does not change. I checked to see if it was a simple CSS fixed but the CSS seems correct.
I am assuming it's a JavaScript error and the css classes are not being dropped.

Yes, PHP needs to get added to enable this feature. Currently BLUE and WHITE work, and nothing else, I believe.

Blue and white are not working in development.
I've tested each color on development and only get black.
