Link Flags & Nav Floats

Link flags to pdfs will cause the nav items to float wrong. Instead of wrapping to the next line, it get snagged.

Nav item is 51px high in screenshot example, all the others are 50px. Probably need to adjust adding on linkflags, or at least padding within nav. maybe font size.

There's an issue with nav.scss so I temporarily put the changes in style.scss. Commit coming later today.
