If:

  • Primary Menu is empty
  • No primary menu is set

The navigation is blank, and does not include a link to 'home'.

As soon as there is a primary menu with 1 or more link in it, home appears.

Desired behavior:

  1. If there is no primary menu, first list 'Home", and then list all pages in alphabetical order.
  2. If the primary menu is empty, "Home" should still appear.

So we always want Home to be the first link that appears?

Yes, not possible to remove it under any circumstance

I found that if you designate a specific menu to be used in a location, you can't have a fallback that fulfills desired behavior 1. So if you designate Primary Menu to always be used in the primary theme location, the menu will never use the fallback, instead it will always display whats in Primary Menu (even if its empty).
